The number and impact of disasters like droughts, earthquakes, floods, and storms is rising globally due to climate change, urbanisation, and persistent poverty. As a consequence, disasters are playing a key role in academic, public and policy debates about environmental security and the climate-conflict nexus. While extensive research has studied how disasters shape the risk of armed conflict onset, we know little about the impact of disasters on armed conflict dynamics and governance by non-state actors. In other words: How do conflict parties (and particularly rebel groups) react if a disaster strikes a civil war zone? I present insights from a comprehensive study on this question, drawing on quantitative and qualitative data from 31 civil wars in 21 countries as well as from in-depth field work in Nepal and the Philippines.
About the Speaker
Dr. Tobias Ide is a Senior Lecturer in Politics and International Relations at Murdoch University Perth, Australia, and also serves as a visiting Associate Professor at the Network for Education and Research on Peace and Sustainability (NERPS) of Hiroshima University. He has worked broadly on the intersection of climate change, environmental stress, peace, conflict, and security. He has published over 50 research articles, including in Global Environmental Change, International Security, Journal of Peace Research, Nature Climate Change, Nature Communications, and World Development. Tobias Ide’s new book, titled “Climate Catastrophes, and Constraints: How Disasters Shape the Dynamics of Armed Conflicts”, is forthcoming in summer 2023 with MIT Press. Recently, he won the Enhancing the Environmental Peacebuilding Knowledge Base Award, the ISA Emerging Peace Scholar Award, and the International Science Prize on Peace and Ecology in the Anthropocene. Tobias Ide is also a director of the Environmental Peacebuilding Association.
About the NERPS Webinar Series
The Network for Education and Research on Peace and Sustainability (NERPS) at Hiroshima University in Japan is hosting a series of webinars on the relationship between peace and sustainability in the context of environmental, socio-political, economic, and technological transformations. This series is situated within the urgent need to deal with the implications of global change, including the COVID-19 pandemic, for peace and sustainability. The webinar sessions serve as a platform for rethinking and updating the current discourse on peace and sustainability amidst these global challenges and transformations.
